E.
Scott Holbrook, Jr. is a partner with Crawford & Bangs, LLP and has been
with the firm for more than 15 years. Mr. Holbrook is legal
counsel to the Inland Empire Chapter and Co-Counsel to the
California Chapter of the American Subcontractors Association as
well as on the American Subcontractors Association National Task
Force for Model Subcontractors. He is also a member of the
Christian Legal Society and the Los Angeles County Bar Association
Construction sub-section.
In his work with the firm, he
represented one of the subcontractor claimants that abolished
"pay-if-paid" in California in William Clarke v. Safeco (the
only subcontractor that was awarded attorney fees as part of the
decision) and wrote an amicus brief on behalf of subcontractors in
Vandenberg v. Superior Court to expand insurance obligations
of defense and indemnity to subcontractors in California. In
addition to representing clients in Federal and State Courts at the
trial and appellate level, Mr. Holbrook represents clients before
the General Service Administration's Board of Contract Appeals, the
Contractors' License Board, and the American Arbitration
Association.
Mr. Holbrook has spoken before
numerous construction trade groups including the American
Subcontractors Association (ASA), Insulation Contractors Association
(ICA), Painting and Decorating Contractors (PDC), American Society
of Concrete Contractors (ASCC), National Association of Women in
Construction (NAWIC), Los Angeles County Bar Association
Construction sub-section and others. Additionally, he has had
published in ASA's Contractors Compass, "How to Incorporate a
Subcontract Addendum in Your Bid" as well as a viewpoint argument
regarding California's "pay-if-paid" decision in Engineering News
Record in addition to other construction law related articles in
other construction trade publications.
Mr. Holbrook has been married
over 15 years to his wife Marla and they reside in West Covina,
California with their three children.
